FIFA President Gianni Infantino Proposes External Governance Review Following World Cup Investment Controversy

FIFA President Gianni Infantino has proposed an independent external review examining how the global football governing body makes major strategic decisions. According to a letter sent to the FIFA Council and the presidents of all 211 member associations, Infantino acknowledged that the organization's handling of a now-abandoned investment plan caused significant concern among stakeholders.

Reporting by France 24 indicates that Infantino will ask the FIFA Council whether it wishes to commission an outside review of the current governance framework for major initiatives. The proposed review would evaluate potential improvements and examine who holds a voice in major undertakings, including the respective roles of the president, the Bureau, the Council, and the Congress, while aiming to enhance transparency and accountability.

In addition to the external review, Infantino stated he would propose broad consultations with confederations, member associations, and other key stakeholders to strengthen FIFA's internal decision-making processes. These measures follow a fierce backlash that erupted over the summer regarding a controversial proposal to sell a 20 percent stake in FIFA's commercial rights, including the World Cup, to private investors.

The initial plan faced intense opposition and boycott threats from critics. In the wake of the controversy, regional bodies including UEFA, the Asian Football Confederation, and CONCACAF demanded changes to FIFA's leadership and called for a $2.1 billion payout to member groups amid a wider funding dispute.

Addressing the abandoned investment initiative in his letter, Infantino explained that the plan had explored whether selling a minority stake in a FIFA-controlled commercial company could successfully raise additional funds for football development worldwide. He emphasized that the strategy would not have involved relinquishing control over sporting decisions.

However, the proposal became public knowledge before it could be presented in its entirety to the Council and member associations. Infantino acknowledged that releasing the information without the full surrounding context generated widespread concern and created a false impression that final decisions had already been finalized.

Recalling the timeline of the initiative, the FIFA President stressed that the concept remained strictly a proposal rather than a definitive decision, remaining subject to the necessary approvals of both the Council and the member associations. Following the strong negative reaction, the plan was formally withdrawn and will not proceed.

The controversy also delivered a political setback for Infantino, notably resulting in France withdrawing its support for his upcoming FIFA re-election bid. The ongoing debate has further highlighted deep divisions regarding how major strategic questions should be handled within the organization.

According to Infantino, members have expressed differing viewpoints on governance structures. Some factions favor requiring unanimous agreement within the Bureau for major initiatives, while other stakeholders argue that such critical matters should be submitted directly to the full Congress and the member associations.

Stating that his role is not to pre-judge the ongoing discussions, Infantino indicated that supporters of any specific model should be given a fair opportunity to clearly outline their cases. Suggestions gathered ahead of the upcoming October 15 Council meeting are expected to be discussed directly during the session, with later submissions also slated for consideration under a to-be-determined deadline.

Any structural changes to FIFA statutes would ultimately require formal approval from the Congress. Amid lingering tensions, Infantino assured member associations that their stances on proposals or institutional matters would not influence how they are treated by FIFA, confirming that development and solidarity programs will continue to operate under existing rules without prejudice.
