He compared the potential economic scale of the technology to a new industrial revolution or the internet, estimating that it could eventually account for as much as twenty-five percent of the country's gross domestic product as the U.S. competes directly with China.

To manage potential misconduct within the sector, the administration intends to rely on established legal frameworks rather than preemptive regulatory roadblocks. The president stated that oversight would be handled through the country's existing criminal and civil justice systems to identify and address bad actors easily, without slowing down overall innovation.
