FIFA President Gianni Infantino Proposes Independent Governance Review Following Investment Plan Backlash

FIFA President Gianni Infantino has announced that he is open to discussions regarding reforms to the world football governing body's decision-making processes. According to a letter seen by the Reuters news agency and published on Monday, Infantino proposed commissioning an independent external review to evaluate FIFA's governance framework for major strategic initiatives and recommend potential improvements.

The initiative comes in the wake of a fierce backlash from various football stakeholders over a controversial proposal to sell a 20 percent stake in FIFA's commercial rights, which included the World Cup, to private investors. That investment plan faced intense opposition and boycott threats before being officially abandoned in July. Following the controversy, bodies such as UEFA, the Asian Football Confederation, and Concacaf called for significant changes to FIFA's leadership.

In his letter addressed to the FIFA Council and all 211 member association presidents, Infantino acknowledged that the handling of the investment proposal had caused outrage and concern. He explained that the initiative had originally been designed to explore whether selling a minority stake in a FIFA-controlled commercial company could raise additional funds for global football development, while emphasizing that sporting control would have remained with the governing body.

However, the proposal became public knowledge before it could be presented in full to the council and member associations. Infantino recognized that this sequence of events created the impression that final decisions had already been made without adequate consultation. He reiterated that the initiative was merely a proposal that remained subject to necessary approvals from the council and member associations, and confirmed that the plan has been permanently withdrawn.

To address the structural concerns raised during the controversy, Infantino proposed conducting broad consultations with confederations, member associations, and other key stakeholders. These discussions aim to examine and strengthen FIFA's decision-making architecture, specifically looking at the respective roles of the president, the bureau, the council, and the congress, with a focus on enhancing transparency and accountability.

Infantino noted that various stakeholders have already put forward differing ideas on how major strategic questions should be handled in the future. While some factions favor requiring unanimous agreement within the bureau, others advocate for routing such significant matters directly to the full congress and member associations. The FIFA president stated that he does not wish to pre-judge the discussions and believes proponents of different governance models should have the opportunity to present their cases clearly.

Suggestions gathered ahead of the upcoming October 15 FIFA Council meeting are expected to be discussed during the gathering, while later submissions will also be considered under a deadline to be determined. Any ultimate modifications to FIFA's official statutes would ultimately require formal approval from the congress.

Addressing concerns regarding potential repercussions for dissenting member associations, Infantino assured that no organization's treatment would be influenced by its stance on institutional matters or governance proposals. He confirmed that FIFA's ongoing development and solidarity programs will continue to operate under existing rules.
